A stock at a 52-week high has no one above it who bought in the past year and is waiting to break even — there is no overhead supply. That is why new highs, counter-intuitively, tend to lead to more highs: studies of the "52-week-high effect" (George & Hwang, 2004) find stocks near their yearly high outperform those far from it.
New highs are most useful alongside a trend check. A new high in a Stage 2 stock is a continuation; a new high after a long Stage 1 base is a potential breakout; one in a Stage 2C stock is extended.
